Rosneft and Transneft have signed an agreement to jointly construct an offshoot of the Eastern Siberia � Pacific Ocean (ESPO) trunk pipeline linking to Rosneft�s Komsomolsk refinery.

Signing of the agreement coincided with the APEC summit.
